Yes, a Franchisee must have a copy of a Disclosure Document.
This is because, before entering into/signing a Franchise Agreement, a potential Franchisee must give the Franchisor a statement confirming that they have had a reasonable opportunity to read and understand the Disclosure Document and the Franchising Code (clause 10(1) of the Franchising Code).
