Can a Franchisee contact an existing Franchisee?

A Franchisee is free to contact any other Franchisee, and the Franchisor is not entitled to prevent this from happening. In some cases a Franchisor is obliged to provide the contact details of existing Franchisees to new or potential Franchisees.
